Just start the game with -console added to the shortcut command line.
The other clan that has this option is Gangrel. If you click accept after your potence discipline is reduced to less than 0 (either -1 or -2) the discipline will vanish from your inventory forever. Clicking it again will give you another 10 XP. Move your cursor over Animalism and go back to Potence. When you start playing, you can click the word Potence, and you will receive 10 XP. To get through this problem, if you fill any stats to maximum, just click reset stats and then click auto spend points (don't worry it will not erase your stats, it will only clear the remaining points you haven't spent). Be careful you cannot have remaining points or you cannot proceed to the game. You will now have the character points again besides the ones you already used. Go back to Base on the selection screen and select The Same Clan (if you select a different one it will reset the points). Go to the character sheet then put your points where you want to put them.
When you start a new game, go straight to the character creation screen and select your clan. Spawn Money Item (scroll up/down to choose)

Spawn Artifact/Book (scroll up/down to choose) Type any letter and you can scroll up and down with the cursor keys to see the various available console commands.
